Resilience Planning to ensure Fuel Availability after Cascadia Events
Oregon’s fuel supply network is highly centralized and vulnerable to natural hazards. Approximately 90% of the state’s liquid fuel is delivered through the Olympic Pipeline to the Critical Energy Infrastructure (CEI) Hub in Portland before being distributed by barge and roadway. This presentation demonstrates how spatiotemporal simulation can model hazard impacts, fuel distribution, and infrastructure recovery following a Cascadia Subduction Zone earthquake. By integrating transportation networks, fuel logistics, and evolving hazard conditions, the simulations evaluate fuel availability and system resilience under different recovery strategies. The results provide decision-makers with a planning tool to identify vulnerabilities, assess mitigation options, and improve long-term fuel resilience.
